save glitch

Whenever I save my game then load the save, my game completely bugs out. Quests reset, inventory resets, perks reset, but my level stays the same. My character constantly loses health and ragdolls while breathing frost breath. It also seems like every mod that runs scripts at the beginning of a playthrough gets reset. This isn't the first time I've experienced this glitch. I've experienced it both on another character, and this same character before. Usually I fix it by changing random MCM settings or simply ignoring it and continuing to play without saving. Sometimes I'm able to create a working save after a while. It always happens randomly without me adding/removing any mods. This time I don't know how to fix it. Any ideas what could be causing it?
